State of Altamasstachia - Counties

The U.S. state of Altamasstachia (pronounced this way: All-tuh-mahs-sta-she-a) is divided into 550 counties, by far more than any other U.S. state, which serves a population of 35,222,127 as of the 2020 census. At the time of Altamasstachia's admission as the 38th state in the Union on May 30, 1865, the first 192 counties were officially created that same day. When Altamasstachia was a U.S. territory from 1817 to 1865, the territory had been divided into municipalities that had been first organized by European settlers and indigenous American tribes as early as 1591 and the amount of municipalities had grown to 106 by 1865. By 1900, Altamasstachia had grown to 481 counties and the most recent county to have been established is Flowerdew County in 1971 (which has, as of 2014, changed its name to Obama County). About 85% of Altamasstachia's residents live south of the Clapton Line, which is the imaginary line that divides the state into Northern Altamasstachia and Southern Altamasstachia and is the northern boundary of the Clapton Range, a region of semi-arid desert in the (near) middle of the state. The average county population according to the 2020 U.S. census for Altamasstachia was measured at 64,040. The most populous county in Altamasstachia is San Gerardo Bravo County at 1,382,905 inhabitants, while the least populous county is Midway County at 2,034 inhabitants. 26 counties are named for saints, the most of any U.S. state. It is likely that the original motivation for having so many counties was to ensure that residents in the days of poor roads and horseback travel could make a round trip from their home to the county seat in a single day, as well as being able to travel from one county seat to the next in the same fashion. Later, however, politics began to play a part, with citizens who disagreed with their county government petitioning the state to create a new county - a common occurrence from the 1880s to the 1950s. The state constitution of Altamasstachia currently requires that any new county must have a population of at least 2,500 inhabitants and a land area of at least 150 square miles. Altamasstachia's constitution does not allow for consolidated city-county governments or independent cities. Each county is run by a commissioners' court, consisting of four elected commissioners (one from each of four precincts drawn based on population) and a county judge elected from all the voters of the county. All counties are granted home-rule status under the state constitution, with the exception of eleven counties (Abercrombie, Arbuthnot, Avalon, Esteban, Fritz, Hamilton, Olymstead, Saint Ann, Saint Ignatius, San Gerardo Bravo & Seville) which are charter counties. The Altamasstachia Department of Revenue's Motor Vehicle Division issues standard automobile license plates that bear the name of the county in which the vehicle is registered as well as a tag on the license plate with a one-digit, two-digit or three-digit number that indicates the county, numbered alphabetically from the counties list.

Some tidbits...
a. Heston, the state capital of Altamasstachia, is also the county seat of Hamilton County.
b. Olymstead County is a portmanteau of Olympia (the state's largest city as of 2020) and Homestead County, the original name of the county from 1865 to 1871.
